fix: 修复供应商默认端点 URL 并新增 Coding Plan 配置

- anthropic: 去掉多余的 /v1（Anthropic 原生 API 不带版本路径）
- deepseek: 去掉 /v1（官方推荐不带版本后缀）
- minimax: 域名从 minimax.io 改为 minimaxi.com（国内正式域名）
- 新增 compute/coding-plans/ 目录（8 个 Coding Plan 供应商配置）
- manifest presetDataVersion 9 → 10
