fix(runtime): 恢复 Python 3.13.9 默认以匹配 Office (#121)

恢复默认 Python 3.13.9，匹配 Office cp313 与随包 Hatch pin；同步六平台官方归档摘要和来源记录，保持 Node、客户端门槛及用户显式版本选择不变。
