Publish contract review team 0.1.27 (#171)

## Why

The contract review team now uses the merged `clause-extractor` 1.1.0
bounded checkpoint workflow. The official market entry still pointed at
team release 0.1.26 and clause-extractor 1.0.6.

## Change

- Publish team version 0.1.27.
- Point the source ref to merged team commit
`cb25d73a0dfbfc319df6eac2d254b3dbcc790e6e`.
- Update the member projection to clause-extractor 1.1.0.
