feat: 为 4 个 builtin 技能添加 skill.json 市场元数据

- create-agent: 创建智能体（元技能，medium 风险）
- delete-agent: 删除智能体（元技能，high 风险）
- discover-agent: 发现智能体（流程型，low 风险）
- update-agent: 更新智能体（元技能，high 风险）

使 market-sync 的 scanSkills() 能够索引这些技能，
在市场 UI 中正常展示。
