76985488f3 fix: 修复 s3-storage-operations SKILL.md frontmatter 校验错误 
移除不在 schema enum 中的 `type: tool` 字段，消除 skill-discovery 的 "must be equal to one of the allowed values" 警告。

c2793cec67 feat: 添加 s3-storage-operations 全局技能 
将 S3 对象存储操作技能从本地提升为全局内置技能，
通过 builtin-skills.json 注册，随客户端同步分发。
