### 变更
- 将 manage-teams 升级到 1.3.0，并设置最低客户端版本 10.0.108
- 补齐 ManageTeam 全部 14 个 action 的用途、参数与风险边界
- 增加创建前检查、工作目录选择、Smart 成员路由、组织更新、头像、团队仓库、远程同步与失败恢复流程
- 明确远程操作必须经过 ManageTeam 的原因是供应链校验与审批，而不是假设 Agent 永远拿不到凭据
- 保持 disable-model-invocation: true，只在需要管理团队时按需加载

team management is needed
